This issue has gained particular relevance in recent years given the growth in African economies and increasing investment in its markets, governments, and societies especially from emerging market powers like China, India, Brazil, and South Africa. Chinese and Indian economic and political engagements now stretch across the globe from Africa to Latin America. This state of affairs is hardly historically unique-such complex interconnections have existed for centuries. We will look behind the numbers to consider whether the current moment is qualitatively different from earlier iterations of globalization.
